中韩教师轮岗制度的特征研究:基于治理性的比较

摘    要:学生能否取得公平而优质的教育机会攸关社会公平和正义的彰显。师资水平是优质教育的重要因素。韩国兼顾城乡差异的教师人力资源分配制度(即教师轮岗制度)取得了一定的成就。通过治理理念、结构与规定的治理比较,并上升至福柯意义上的治理性,比较中国与韩国教师轮岗制度的异同。对比分析结果表明,两国教师轮岗制度治理理念高度一致,都是为了城乡教育师资水平的均衡。两国在治理理念、治理结构和治理规定上各有特点。完善教师轮岗制度,需要高度关注教师主体的需求,强化教师的角色认同与客观流动标准。唯有如此,才能使教师有意愿积极参与轮岗交流实践。

Abstract:Whether students can access fair educational opportunities is crucial to so?cial justice.In particular,teachers are important resources for rural school students.In the view of international recognition on the distribution of teaching resources in South Korea(i.e.,the teacher rotation system)and the search for higher educational quality of rural area in China,this study aims to compare the differences of governance rationality and technology through governmentality perspective(of M.Foucault)in China and South Korea.This study finds that China and South Korea have their own characteristics in terms of governance ra?tionality,government programme,and technologies and techniques of government.The re?sults of governmentality comparison are that the needs of teachers,role identification,and objective evaluation are the key for institutional design,so that teachers have the willing?ness to practice in the rotation system.
