地方新建本科高校制度建设研究

制度建设对地方新建本科高校的发展影响巨大。地方新建本科高校大多属于后发外生型的高等学校,其发展中存在的困境,不仅在于师资的不足、经费的匮乏、地缘的劣势,更表现为优良制度的缺失。制度建设是地方新建本科高校有序运行的基本保证、协调发展的基础和实现依法治校的基本途径,也是其办学理念发挥作用的中介。地方新建本科高校制度建设存在的问题主要有:学校章程缺失,制度体系不够完善,制度内容不够科学,制度制定程序不够规范,制度执行不够有力。加强地方新建本科高校制度建设应当遵循方向性、创新性、民主性、系统性、人本性和科学性原则。

Research on System-construction of Newly-established Undergraduate College

System–construction has great influence on development of newly-established regional undergraduate colleges ascribed to a type of later-exogenous.The college may face the plight that are scarcity of teachers,lacking of funds,inferior location,especially lacking excellent system.Therefore,System-construction is the basic guarantee for well-function of newly-established regional undergraduate colleges,basement of harmonized development,basic approach of administrating college according to the law,as well as a medium for exerting idea of running college.The problem exist in the development of newly-established regional undergraduate colleges are mainly about : imperfect college constitution and system,unscientific content of system,nonstandard process of making system and inability of implementing the system.In order to strengthen the development of newly-established regional undergraduate colleges,the author suggest that the college should follow six principle which are orientation,innovation,democracy,systemic,scientific and humanity.
