| 摘 要： | 产业集群是构建节约型区域发展模式的必选路径,它具有经济性,能够发挥集群内企业的整体竞争力,推动企业技术创新和制度创新。基于产业集群的节约型区域发展模式应采取以下政策措施:重视环境建设,努力构建节约型产业集群平台;着力打造基于学习与竞合的集群文化,增强产业集群内部的科技创新活力;强制性地培育特定产业集群;提高自主创新能力,推动产业集群由低成本型向节约型转变。

| Abstract: | Industial cluster is the inevitable course in building sumptuary regional deuelopment pattern.It has the feature of being economical and can give full play to all the competitve force of the enterprise in a inlustrial cluster and push technique and system innovation in enterpises.The sumptuary regional development pattern based on in dustrial clusters should take the following policy measures;paying attentcon to enciroment construction and mak great efforts in creuting conditions for building the sumptuary industrial duster;constructing cllcster culture based on study and strengthen the vitality of sciefntific innocation within industrial clusters;cultivating specific industrial clusters by force;improving self_innovation cpacity and push industrial cluaters to transfer from low_cost type to economizatcon type. |
