The design for the Distance educational resources emphasizes the satisfying to the needs of the Learners during their study. By discriminating the law issue of the attribution of the static state and the transferring of the dynamic state in the creating and operating phases in Distance education, I want to seek after the strategy of its activation and protection, and look forward to the consummating of the interrelated legislation system.
