我国乡村治理所面临的困境与改革思路

随着税费改革和农业税的全面取消，从理论上彻底打破了基层政府对乡村资源汲取的合法性。税费改革后，我国乡村治理存在着诸多问题。农民利益表达机制缺失、乡镇政府职能行使的偏差、农村公共产品供给短缺、政策执行不到位等多种因素使得乡村治理面临着困境。乡村治理改革首先要树立正确的价值取向和原则，在此基础上构建服务型乡镇政府、建立和完善乡村治理的相关法律、加大对农村的财政投入力度、规范发展民间组织才是解决乡村治理的关键。

With the tax reform and the abolishment of agricultural taxation, there is a great number of problems in the governance. They are： the lack of expression maehnism of farms＇interest, the deviation from the proper function of township government, the shorgage of public goods in rural area and the improper execution of policy. Establishment of correct values and principles is the first task in rural gouernanee. Based on this, it is critical to establish serving township government, to build and to perfect the laws concerned with rural governance, to enhance the fiscal investment in rural area and to standardize the civil orgnizations.
