关于构建“西三角经济圈”问题研究

构建以重庆、成都、西安为核心的“西三角经济圈”，打造中国第四个增长极，是当前西部大开发所面临的新形势和新矛盾的迫切需要。在推进“西三角经济圈”建设中存在行政区划羁绊、各中心城市战略定位趋同化、地理劣势和相对落后的基础设施等问题。中央政府和合作的各方必须进行大胆的理论创新尝试，打破行政区域壁垒的束缚，在经济圈内部建立有效的合作协调机制。

On the Problems of the Construction of Western Delta Economic Region

It is urgent in the present large-scale development of western region to construct the Western Delta Economic Region surrounding Chongq ng, Chengdu and Xian, and to make the fourth growth pole. I n the process there exi s t some problems as the fetter in the administrative division, the central ci ties＇ convergence in the strategic position fixing, geographical shortages and backward infrastructures. The central government and all the partners must make fearless attempts in theory, and break the restriction from admini strative division, and build effective cooperation mechanism in the region.
