增长极理论演化：产业转型升级新空间研究——基于绍兴市滨海新城建设的实证研究

从增长极理论的渊源区位理论到增长极理论的前沿产业集群理论,为构筑产业发展空间,实现产业转型升级提供了理论支持。本文以绍兴滨海新城的建设为例,分析了增长极理论视角下,绍兴如何进行制度创新和拓展产业空间,以摆脱城市规模、产业结构、要素供应、发展模式的限制,并得到如下启示：一是＂增长极＂的培育要在产业集聚、规模经济、外部环境等方面与周边地区形成＂制度落差＂;二是＂增长极＂在不同的发展阶段,对区域经济发展产生的效应也不同,需要地方政府的合理规划和政策引导,甚至要摆脱行政区划的约束,实现合力发展。
