我国党政领导干部公选模式的回望与前瞻

我国各地现在试行的几种党政领导干部公开选拔模式为全国公开选拔领导干部工作的继续深化提供了宝贵经验,也为完善公开选拔模式提供了有益的启示。改革党政领导干部公开选拔模式必须坚持科学最大化与成本最小化相统一的原则,坚持党管干部和发扬民主相统一的原则。改革的基本思路是:重新设置公选考试的环节顺序,增强公选考试的科学性;实行考任分离和资格分类审查,提高公选笔试的科学性;合理构建测评要素的结构化格局,增强公选面试的科学性。

Analysis of Mass-elected Modes of the Leading Cadres of the Party and Government

The tentative several modes of mass-selecting the leading cadres of the Party and government officials valuable experience for deepening the work of selecting the leading cadres,and also offer beneficial enlightenment for improving the publicly-elected mode.The author shows that reforming the publicly-elected mode of the leading cadres of party and government must follow two principles: Firstly,to insist the unity of science maximization and cost minimization;Secondly,to insist the unity of the cadres been in the charge of the Party and developing democracy.In view of the above,the author has proposed the thinking of three reforms: firstly,to set up the link order of publicly-elected examination again,to strengthen the science of publicly-elected examination;Secondly,to implement the separation of the test and post and the examination of qualification classifying,to improve the science of publicly-elected written examination;Thirdly,to construct the structurization pattern of testing and assessing the key element rationally,and to strengthen the science of the publicly-elected interview.
