论大学教师的教学自主与教学责任

教学自主作为大学自治的一项重要内容,已成为高等教育发展的普适性原则,被世界各国所接受并广为传播。教学自主是一项有限权利,与教学责任相伴生、相矛盾。教学自主与教学责任的失衡会阻碍大学教师教学积极性和教学质量的提高。减小教学自主与教学责任之间的矛盾冲突,实现彼此关系的动态协调,是大学教学管理改革必须面对的现实问题。

Discussion on the Teaching Decision-making Power and Teaching Responsibility of University Teachers

Teaching decision-making power is an important part of university autonomy,which has become a universal principle of higher education accepted by many countries around the world. Teaching decision-making power is a limited right,coexisting and con-tradicting with teaching responsibility. If teaching decision-making power and teaching responsibility lose balance,teaching enthusiasm and the teaching quality will decrease. It is a realistic issue for university teaching management reform to reduce the conflicts between teaching decision-making power and teaching responsibility and realize the dynamic harmony.
