| 摘 要： | 高等学校的办学自主权是影响高等学校提高办学效益和实现快速发展的重要因素之一；从高等学校办学过程中的专业设置权等７个方面，对高等 办学自主权进行了界定。建议采取改变评估体制，投资与管理参与并行、加强执法队伍建设、加强法律咨询、解释与监督、定期检查调研等。

| Abstract: | The rights of self determination in higher education are the essential factors which influence the effectiveness of running schools and the high speed of development of higher education. This paper discusses the definition of self determination, and suggests that a new evaluation system should be established, investment and administration should be both strenghtened, the power of the law should be enforced. |
