| 摘 要： | 城乡二元结构是新中国特定时期政治经济体制的具体表现,实现其转型要有明确的目标定位和制度安排,充分考虑到转型的约束条件:既得利益集团的阻力,管理制度衔接上的不适,政府财力的支付和人们的心理预期。在统筹城乡发展的政策安排上要符合规律、顺应国情、科学设计。

| Abstract: | The dual structure of urban and rural areas is the specific manifestation of new China's political and economical systems in a certain period of time.To realize the transformation,we should have clear orientations of goals and explicit arrangements of institutions.We should fully consider bound conditions of the transformation,such as obstructions from the vested interests group,suspensions of joint in administrative institutions,payments of governmental finance,and psychological expectancies of people.In order to spur the development of urban and rural areas,policy arrangements should be planned according to objective laws and national conditions.Besides,we should design scientifically. |
