| 摘 要： | 党内民主可以分为党内民主思想、党内民主制度和党内民主文化三个方面。其中，党内民主文化是最核心的层面。虽然以党章为核心的中共党内法规制度体系对党内民主建设进行了诸多制度规定，但是许多民主制度并没有得到落实，因此每一个党员特别是党员领导干部务必将党内民主制度内化为党内民主文化，养成民主的生活方式。

| Abstract: | Inner-party democracy mainly is divided into the three levels, the inner-party democratic thought, the inner-party democratic system and the inner-party democratic culture. The inner-party democratic culture is the core level. The constitution of the party is the core level of Inner-party legal system of the Chinese Communist Party that makes many systematic regulations, but some systems have not been well implemented in practice, so the party members, especially leading cadres, must take the democratic system as democratic culture, and form our way of democratic life. |
