国家认定企业技术中心政策的历史演进:基于政策文本的研究

国家认定企业技术中心政策是我国政府为建设以企业为主体的技术创新体系而采取的一项重要举措.本文搜集了1992年以来国家有关部门发布的有关NETC建设的政策,对NETC政策演进的历程、背景环境进行了考察,并总结了NETC政策演进的特点.研究发现,NETC政策的演进是一个不断创新的过程;NETC政策体系趋于完善,但也存在一定程度的政策缺失;国务院行政机构改革促进了NETC政策与其他政策领域的融合;国家自主创新战略的实施,为NETC政策带来了新元素;NETC政策的创新是渐进式的,没有发生政策范式变迁.

The Evolution of Policies on National Enterprise Technology Center: A Research Based on Policy Documents

Supporting the development of National Enterprise Technology Centers (NETC) is one of the important efforts that Chinese government takes to build an innovation system,in which enterprises are at the center. Using the NETC policy text issued since 1992 as the analyzing data, the paper has examined the evolution process and policy context of NETC polices, and summarized the features of the evolution of NETC policies. The results of the paper indicate that NETC polices have experienced incessant incremental innovation within a same policy paradigm, and that both the reforming of government structures and the implementation of national endogenous innovation strategy have profound impacts on the evolution of NETC polices.
