国资委直接持股之我见

国资委能否直接持股存在争论。反对者认为直接持股造成政企不分,无人监管,存在一定风险等。这主要是基于对国资委性质的考虑。国资委的应然性质是国资的出资人,现行国资委实然则带有行政和出资人双重性质,目前的国资委是一个过渡阶段。要想实现国资委性质的彻底转变必须直接持股。应当借鉴淡马锡模式,采取试点方式,应尽快出台《国有资产法》,对国资委直接持股的比例,国资委人员选择以及对国资委的监督等作出相应的规定。

Research on Shares Holding Directly by State-owned Assets Supervision and Administration Commission

There are different opinions on whether or not the State-owned Assets Supervision and Administration Commission(SASAC)could hold and store shares directly.The opponent,in view of the property of SASAC,think that it will cause some problems,such as the indistinction between the functions of the government and enterprises,lack of supervision and having certain risks.SASAC should be a contributor of national assets,but the actual SASAC which is now in a transition stage has double characteristics of being a supervisor and a contributor.To realize its complete property transition,SASAC must hold shares directly.The government should use the mode of Temasek for reference by way of making experiments,issue "The Law of National Assets" as soon as possible,and make corresponding regulations to the proportion of shares directly hold by SASAC,to the position appointment of the personnel in SASAC and to the supervision to SASAC.
