| 摘 要： | 《城市规划法》实施17年以来，对规范城市规划的制定发挥了重要作用。同时它存在的许多缺陷也逐渐显露出来。因此，为进一步提高我国城市规划的水平，《城市规划法》需要加以修改、完善。
