理念革命与制度创新--对欠发达地区小城镇建设实践的反思

加快小城镇建设是解决欠发达地区日益突出的“三农”问题和农村城市化的关键。但是在当前各地如火如荼的小城镇建设中,也存在着众多的矛盾和问题亟待解决。尤其是在对小城镇建设的认识上还存在误区,而相应的制度变迁与重塑也远远滞后于物质形态的构筑。因此必须因地制宜,理清自身的发展思路,科学、合理定位,加快制度创新,促进欠发达地区小城镇的健康发展。

Conceptual Revolution and Institutional Innovation:Reflections over Urbanization in Underdeveloped Areas

Acceleration of urbanization is the key to solving increasingly serious problems in underdeveloped areas and urbanization in rural areas. There are, however, many conflicts and problems urgent to be resolved in the process of urbanization in many areas. There are, particularly, misunderstandings of small town construction. Institutional change and reconstruction fall far behind the construction of material buildings. Therefore, measures should be adjusted to local conditions, with clear thoughts of development and scientific, rational orientation, to speed up institutional innovation and promote the health development of small towns in underdeveloped areas.
