试论高校危机事件的基层应对

高等院校作为公共危机的易引发地带,树立危机预警管理的意识已被广大高校管理工作者所接受,基层作为整个危机预警体系的主要承担者,理当受到更多的重视。青年群体对校内外政治、非政治事件的聚焦促成了高校危机事件的起因,并形成了可以预测的危机形成过程。在此基础上我们举例论证了在高校危机事件表象化之前基层管理者的预警重任所在,并对基层管理者素质的提高、基层危机防范监控体系的完善以及高校危机预警体系的基层日常准备提出了若干建议。

On the Countermeasures against the Crisis in a College Campus

The administrative concept of crisis warning has been widely accepted by the administrators of colleges where public crises happen frequently.As the major responsibility-taker of the crisis warning system, the basic level administrators should be given more attention.Based on the fact that young people's concern for a college crisis pushes its occurrence and shapes its foreseeable process,this paper attempts to illustrate the responsibilities of the basic level administrators and offers some suggestions for the improvement of administrative qualification,the perfection of the crisis warning and monitoring system of the basic level,and the daily preparation for the crisis warning.
