1601年英国颁布了第一部专门的《济贫法》,责令各个教区对其所辖区塔珠穷人进行救济。1834年英国资产阶级制定了新《济贫法》,试力冯工业资产阶级的利益来解决社会中存在的穷人问题。从20世纪初开始,英国的济贫政策逐步被纳入到“福利国家”的建设之中,从英国济贫政策的演变历史,我们可以很清楚地看到资本主义国家社会管理职能经历了干预协调,参与支配和全面干预等几个发展阶段,呈现出不断加强的趋势。

A Political Analysis of the Changes in British Policy for Relieving the Poor

In 1601,Britain Promulgated the first special "Law of Alms" which required the dioceses to relieve the poor of their own.In 1834,British bourgeosie made a new "Law of Relieving the poor"which tried to solve the problem of the existence of the poor in society concerning the benefits of the industrial bourgeosie.From the beginning of the 20th century,British poor relieving Policy has been gradually taken into the construction of "a welfare state".From the evolutional history of British poor relieving policy,we can see clearly that the social administrative function of the capitalist countries has experienced several stages including intervention,coordination,participating control and complete intervention and it has the tendency of continuous strengthening.
