| 摘 要： | 伊藤博文是日本明治时期著名的政治家 ,他的政体思想直接影响着日本近代政治体制。伊藤博文最高的政治理念是在日本建立举国一致、具有高度权威的、近代天皇制中央集权体制。而且 ,他还能依据变化了的客观现实 ,及时调整自己的观点 ,在日本实现了宪政、政党政治。从而使日本的政治体制能够适应变化了的日本社会。伊藤博文的政体思想显示出温和的进步主义和高度的现实主义 ,同时他又是一个极端的军国主义者 ,军权在他的政体思想中占据着非常特殊的地位

| Abstract: | Ito Habubun was a well known politician in Jap an's Meiji Period.His th inking of the form of government had a direct bearing on modern Japan's system o f government.Ito Habubun's political idea was to est ablish a nationwide unified central authority with the emperor as the chief auto crat in the position of leadership.His thinking was moderately progressive and h ighly realistic.However,he was an extreme militarist,and military power was a ma tter of first attention in his thinking of the form of government. |
