| 摘 要： | 建国初期河北省遭受严重水灾，灾害给人民的生产生活带来了严重影响。灾害发生后，河北省委、省政府制定了正确的救灾方针，领导灾区人民采取多种方式进行救灾，对灾民进行必要的赈济是其中重要的一种救灾方式。
