| Abstract: | This paper takes Fujian Province Sanming for example,analyzed various aspects as to the restriction to the lagging behind in the economic development of the old industrial base.The reasons can be the historical accumulation for a long time,can be the position factor and the policy effect too,and can ever be the out-of-data thoughts and uncomplete reform as well. |
