探析邓小平的制度建党思想

任何执政党都存在着执政安全问题,这是不以人的意识为转移的客观事实。许多党由执政党沦为在野党的事实证明了这一点。我党执政近60年,也不可避免地存在着执政安全问题。邓小平同志认为,要确保党的执政安全,不仅要依靠对党员干部的思想教育和党员干部的自觉行为,而且还要加强党的制度建设。本文着重从学习制度、领导制度、干部制度、监督制度、决策制度建设等方面来阐析邓小平同志关于制度建党的基本思想。

On Deng Xiaoping's Idea of Building the Party on Institutional Basis

Any party in office is confronted with the problems that matters the safety in power,which is an objective fact independent of man's will.This has been proved by the fact that many parties in office have been descended to opposition parties.The Chinese Communist party has been in power for nearly 60 years and can hardly avoid the problem of safety in governing.Deng Xiaoping held that the ensuring of the Party's ruling safety is not merely dependent upon the ideological education of the party cadres and their self-consciousness,but also upon the fortification of the party's system building.This paper expounds and analyses Deng Xiaoping's essential theories concerning building the party on system basis from systems in learning,leadership,cadres,supervision and policy-making building.
