宅基地制度的演进机制略论

新中国成立后,宅基地制度经过了私有和有相对完整的使用权时期、集体所有和有相对受限的使用权时期、集体所有和使用权严格受限时期、集体所有和使用权松绑时期四个阶段.宅基地制度的演进,对国家发展战略、政府职能有明显的依附性.宅基地制度的设计曾服从于计划经济时代的赶超发展战略以及与之相伴的政府职能.随着系列条件的变化,国家发展战略正发生转变,政府的生产性职能在淡化,服务性职能在增强,宅基地制度也随之变化.

On the Mechanism of Rural Residential Institution Evolution

Chinese rural homestead system experienced four periods after the founding of the PRC, ＂private owned and relatively complete usage rights period; collective owned and relatively limited us- age rights period; collective owned and strictly usage rights period; collective owned and loose usage rights period＂. The rural residential institution depends on the national development strategy and the government functions obviously. The design of this system is subject to the surpassing strategy in the planned economy era and the accompanying government functions. Along with the series of condition changes, both the national development strategy and the government function changed accordingly, the role of government in production field reduced,rural homestead system changed accordingly.
