关于实施第三步战略部署问题的研究

根据我国仍然处于社会主义初级阶段,在人民生活实现从贫困到温饱,又从温饱到小康的两步历史性跨越之后,提出21世纪前50年实现第三步战略目标的阶段划分和基本任务,并就如何实现充分利用有利条件,化解不利因素开拓发展空间,防范可能发生的风险提出相应措施。
