| 摘 要： | 近年来基础教育均衡发展已日益成为教育研究的热点。在综合分析了对＂均衡＂的释义,基础教育均衡发展与义务教育均衡发展的差异,基础教育均衡发展的基本内涵、政策、措施以及发展指标等研究之后,提出了已有研究存在的不足,以期促进我国基础教育的内涵式均衡发展。

| Abstract: | This paper analyzes the concept of equilibrium, the difference between the basic education and compulsory education in terms of equilibrium development, as well as the essence of the equilibrium development. The policies, measures and balancing indicators of equilibrium development in basic education also attract concerns. The inadequacy of the existing researches is shown to promote the connotative equilibrium development in the basic education. |
