法国尼斯与北戴河新区城市规划发展比较研究

法国尼斯与秦皇岛北戴河新区都地处海洋性气候区域,均具有悠久的人文历史,且在城市开发性质、规模、初始状态上都具有惊人的相似之处。然而尼斯依赖着新型生态市镇理念进行城市规划建设,妥善解决了可持续发展与历史遗迹保护产业优化等问题,城市建设取得了巨大成就,并一跃成为全欧洲最具魅力的度假胜地。相比之下,北戴河新区在发展规划上由于主导性理念不强,导致当前城市发展稍显落后,要想获得多赢的可持续发展,应大力借鉴尼斯的成功经验,尽快把"生态旅游城"建设提上日程。

A Comparative Study of the Urban Programming between Nice and Beidaihe New District

Both of Nice France and Beidaihe New District of Qinhuangdao China are in the marine climate,and have a long humanistic history.Besides,the exploitation functions,scale,and initial state of the two are strikingly similar.Undertaking the urban programming under the concept of "eco-town",Nice reaps great harvests.She successfully solves the headache issue of balancing the historical relics protection and economy development;furthermore,she pushes herself as the most charming scenic spot in Europe.Yet,because of the relatively weakness of its dominant concept in the urban programming,presently,the development of Beidaihe New District seems comparatively laggard.In order to achieve multi-wins in its sustainable development,Beidaihe should take Nice’s experience as the reference,and take "eco-tour city" as its concept of urban programming.
