| 摘 要： | 政府管制是政府为矫正市场失灵和维护公共利益,在一定的法律框架下运用其行政权对某些行为进行的干预。把政府管制理论应用于农村土地资源的保护,具有十分重要的意义。本文在阐述了政府社会性管制是政府职能发展的必然之后,反思了政府社会性管制在农村土地资源方面的缺失,最后提出了完善农村土地资源保护政府社会性管制的措施。
