摘    要:美国加州教育总体规划经历了局部探索、主体架构形成、系统调整完善和视阈扩展等四个阶段,其特征体现在:政府重视规划、主动承担对教育的社会责任;重视立法的作用、立法机关积极参与;充分发挥商议性民主和中介协调机制的作用;注重问题解决取向。

Abstract:The California Master Plan for Education has undergone four evolution stages,including partial exploration,framework formation,system adjustment and amelioration as well as field of vision extension.During the whole evolution course,the government has been assuming the responsibilities of education,attaching importance to the function of the plan.The legislature has been involved in the course actively.The role of negotiation mechanism of agencies has been fully exerted.The problem-solving orientated thoughts have been emphasized.
