从完善征地补偿制度的角度来维护失地农民的利益

在城市化进程中,农村集体土地被征用的力度越来越大,产生了数量庞大的失地农民,加上现有征地补偿模式不合理,越来越多的被征地农民出现失地、失业、缺少生活保障的境地,很大一部分失地农民转变为城市贫民,这给我国社会的长治久安埋下了一个重在隐患。因此,在完善征地补偿过程中,有关部门应当以“三个代表”为指导思想,以民为本,制定与市场经济相适应的经济补偿标准,创新就业补偿方案,建立包括失地农民在内的社会保障补偿机制,并把三结合起来,保护好失地农民的利益。

Protecting Peasants' Benefit for Lost Territories from A Perspective of Perfecting Compensation System

In the process of urbanization, collective land in villages was taken over in large quantities, so that many peasants lost their territory. The current compensation system is unfair, so peasants whose territory was taken over and therefore, have no territory and no job and lack life security. As a result, lots of peasants who lost territory became urban poor, which is a vitaly important problem during the progress of social development. Therefore, the departments concerned must regard "three representations" as guiding ideology, draw up the standard of economic compensation which adapts to market economy, create an employment compensation project, establish a social security project which should include the peasants who lost their territory. Using the method how settle the lost peasants can be properly solved.
