| 摘 要： | 对近现代西方国家社会问题思潮,从近代的社会救济到现代的社会福利主张,从孤立的社区实验到民间的社会组织实践,以及相应的社会立法进行回顾和评析,既是为了借鉴有益的历史经验,更是为了走中国特色社会主义道路,创新社会建设和社会治理增强理论自信。

| Abstract: | To adopt useful historic experience, innovating society construction and social governance and enhancing theoretical self - confi- dence in following Chinese characteristic socialism road, in this article modern Western social problem thoughts and relevant social legislation is retrospected and evaluated not from modern social relief to contemporary social welfare but from isolated community experiment to civilian social organizations ＇ practice. |
