高考公平与效率的思考

近年来,社会对高考及其改革高度关注,而各界关注的热点是高考的公平性;在高考公平性的讨论中,焦点又集中于各省市之间录取分数线的差异。目前,社会对湖北高考移民状元李洋的普遍关注,又把高考公平的讨论推向顶峰。在对高考存在的不公平现象进行鞑伐之余,高考公平的本质是什么,高考的公平与效率的关系应该怎样把握,才能够体现“三个有助于”的原则并促进高考改革。

In the recent years, much attention has been paid to the reform of the National College En- trance Examination, and its equity becomes a hot topic. While discussing the equity of the National College Entrance Examination, the difference of admission score lines among different provinces and cities is the fo- cus. At present, the Hubei emigrant Li Yuanyang who ranked number one in the National College Entrance Examination in Hainan Province pushed the discussion on equity to a new peak. While criticizing the un- equal phenomena in the National College Entrance Examination, it is necessary to reflect on the essence of the National College Entrance Examination, to handle equity and efficiency in a better way, and also to im- prove the National College Entrance Examination with the principles of "three benefits".
