| 摘 要： | 本文从科技活动的溢出效应出发，分析科技资助政策的合理性。通过对直接科技拨款促进企业R＆D过程中可能发生的互补和挤出关系分析研究，从整体上确认科技资助政策在促进企业R＆D投入、提高企业R＆D能力、提高国家创新能力等方面的作用。

The paper attempts to confirm the aggregate effects of direct government funding on business R&D to stimulating private R&D investment, business and national innovation capability by studying government R&D grant complement or substitute for private R&D. |
