改革教育拨款制度 提高人才培养质量

现行高等教育财政拨款制度是影响我国高校人才培养质量的因素之一,拨款制度应该与学校办学水平、社会声誉等相结合,激励高校把人才培养质量作为工作中心。努力实现质量评估与财政拨款的有机结合,培育教育中介组织,将教育财政拨款与毕业生实际就业率适当挂钩以及建立社会监督和举报制度等,均是保证人才质量的外部力量。
