河南省征地制度改革问题研究

党的十八大报告提出了“四化同步”，即工业化、城镇化、信息化、农业现代化同步协调有序发展。河南省是农业大省，也是人口大省，近年来由于各种原因耕地面积不断减少，一部分耕地由于建设用地而被大量征用。因此，必须处理好耕地与征地之间的关系，在保护全省耕地资源的前提下加快四化同步协调发展。

Study on Land Expropriation System Reform in Henan Province

The 18th CPC National Congress put forward the“four modernizations synchronization”, refering to the coordinated and orderly development of industrialization, urbanization, agricultural modernization, informationization. Henan province is a big agricultural province, in recent years, whose land areas are decreased due to various causes, and a part of the cultivated land is used for construction. Therefore, we must handle well the relationship between cultivated land and land acquisition, in the premise of protecting the cultivated land resources to accelerate the coordinated development of the four modernizations.
