| 摘 要： | 用面向社会开放档案的功能性标准取代代表国家权威的地位标准来划分档案馆类型,以立法促进国家档案馆向公共档案馆转型,引导档案馆之间从相互争执代表国家权威的恶性竞争转向开放档案为社会公众服务的良性竞争,是从根本上解决国家档案资源归属与流向问题的釜底抽薪之策。
