| 摘 要： | 专利技术是知识产权的核心和主要指标。跨国公司对我国企业不断强化专利遏制，寻求专利技术效益最大化和长期化。以集成电路（IC）为核心的电子信息产业是高技术的主要代表，IC专利技术是支撑工业化和信息化融合的核心技术。跨国公司的IC专利遏制战略已成为国家安全战略的核心内容之一。IC产业属于国家战略安全的基础产业，是提升我国专利竞争力的战略要点，它也是跨国公司专利遏制的重点对象。
