南海渔业资源有效管控体系框架构建初探

以南海争端背景下南海渔业资源有效管控系统框架构建为导向,以博弈论中的非合作博弈模型为基础,运用多种研究手段与方法,在全面分析中国南海渔业资源开发的现状、南海周边国家相关渔业资源开发管理措施的基础上,结合中国渔业资源管理实际,借鉴国外海洋大国渔业资源管控的经验教训,积极探索和创新适合中国国情的南海渔业资源有效管控机制、路径、模式,构建有效管控体系,健全政策运行机制,完善应急管理机制。

A Probe into Construction of Effective Control System Framework for Fishery Resources in South China Sea

Oriented by construction of effective control system framework for fishery resources in South China Sea under the background of disputes over South China Sea, and based on non-cooperative game model in Game theory, the article uses a variety of research approaches and methods to analyze the current development situation of fishery resources in South China Sea and management measures for development of fishery resources in the neighboring countries of South China Sea. By combining China's practice of fishery resources management, and learning from the fishery resources control experience of major maritime countries, the article probes and innovates effective practical control system, approaches and models for fishery resources in the South China Sea,constructs effective control system, improves policy operational mechanism and emergency management mechanism.
