| 摘 要： | 文章依据高等学校政府采购的特点，阐述了高等学校推行政府采购面临的一些问题，并就高等学校推行政府采购提出了具体的建议，主要有规范政府采购行为、制定政府采购制度和实际操作规程、建立配套的财务及资金管理模式和保证预算的细化和硬化。
