重庆市高新技术产业发展的约束条件及对策分析

发展高新技术产业是重庆长远发展的现实选择,未来高新技术产业应当成为重庆市的支柱型产业。但本文的研究发现,目前重庆市高新技术产业的发展并不容乐观,竞争力不强,科技投入、人力资本、科技创新能力等方面的不足对重庆高新技术产业发展的制约仍很明显。着眼于重庆高新技术产业的未来发展,重庆应大力吸引企业和社会资金加大对科技产业的投入、完善对高新技术发展的中介服务体系、完善相关的法律法规、建立完善的产权交易市场,同时政府应起到积极的支持作用。

Developing high-technology industry is the realistic choice of Chongqing's development in a long-term.In the future,high-technology industry must become to be the main support industry for Chongqing.But our investigation reflects that the development of high-technology industry in Chongqing is not optimistic now,and the competitiveness of the industry is also not strong.The development of Chongqing high-technology industry is confronted with many constraint conditions,for example the lack of funds into science and technology,the lack of human capital,and the lack of science and technology innovation.With a view to develop Chongqing high-technology industry,Chongqing should increase funds into science and technology,consummate the medium service system for developing high-technology industry,consummate the related laws and rules,and constitute the market for the transactions of property right;and at the same time,We should get the support from our gevernment.
