摘    要:职称评聘工作,是人才资源开发与管理的一项重要内容。完善的职称管理制度,既是加强专业技术人员管理工作的基础,又可以有效地调动专业技术人员的工作积极性和创造性。我国建国以来职称制度的发展,大致经历了专业技术职务任命制阶段、评定制阶段和评聘制阶段。实行专业技术职务评聘制取得了很大成就。但目前仍存在一些问题。针对存在的问题要采取有效的对策。如建立科学的评价体系,完善专业技术职务的评聘机制,抓好聘后管理等。

Abstract:The evaluation and appointment of professional titles are of great significance to the development and administration of human resources. A perfect administrative system of professional titles can not only lay a solid foundation for the enhancement of the administration of professional technical personnel, but also effectively mobilize the activity and creativity of the professional technical personnel. The development of the system of the professional titles has undergone three phases since the foundation of the People's Republic of China, which are respectively: the phase of appointment of professional posts, the phase of evaluation of posts and the phase of evaluation and appointment of posts. Great achievements have been obtained ever since the system of evaluation and appointment of professional posts have been put into practice. However, there are still some problems at present. Effective countermeasures must be taken, such as the establishment of scientific evaluation system, the perfection of the employment system for professional and technical personnel and the reinforcement of the administration after the appointment.
