Abstract: | Perceiving partnerships pragmatically, they are presented as strategic alliances, temporary relationships characterised by varying degrees of mutual and self-interest. With reference to a series of national and organisational case studies in different parts of the world, the study compares the organisational and sectoral domains of partnerships to examine the asymmetries of power and their implications for educational policy and practice in the Commonwealth. The intention is to achieve a balance between realism and hope for potential partnership achievements. |
