| Abstract: | The qualities of the public service of the academic periodicals are made up of three aspects: the property rights owned by all the people,the publicity of the issue of papers,and the widespread readers.The property right is the basic connotation,and the public issue of papers is the fundamental way,and the widespread reading of the periodicals is the elementary form. |
