| 摘 要： | 本主要探讨了西方福利经济理论的形成、福利经济学的主要内容以及福利经济学的新发展等内容。在福利经济学的发展演变中，阿马蒂亚．木因对正统的福利经济学理论提出了挑战，而使福利经济学获得新的发展。通过分析，作认为，现代社会福利是工业化、社会化大生产的产物，其实施与政府行为联系在一起，福利经济学从理论上论证了国家举办社会福利的必要性及政府应该采取的政策措施，从而为福利经济制度的建立提供了理论依据。

| Abstract: | This paper probes the establishment of western welfare economic theory, the main contents of welfare economics and the new developments, and points out that modern social welfare is an outcome of industrialization and socialization and its fulfillment has close relation with governments' conduct. Thus it is of necessity for governments to take measures and hold social welfare. |
