| 摘 要： | 清末新政时期清政府禁烟运动取得成效。卓有成效的主要原因是清政府在新政体制与观念更新的有利时机里采取了适当的禁烟章程并积极开展禁烟运动。此外 ,国人的积极响应及有利的国际环境亦是禁烟取得成效的重要因素
