| 摘 要： | 乡镇机构臃肿。编制之外人员庞大且又难以分流安排是造成乡镇经费紧张的主要原因。对政府形象也有一定的影响。如何控制压缩编制，多余人员如何分流。通过调研，提出县乡改革配套进行、推进乡镇管理体制创新、妥善安排富余人员、加强对乡镇机构改革和人员分流工作的领导等措施。
