在结构现实主义国际关系理论中,权力护持以及与之密不可分的均势政治规律是最核心的问题之一。华尔兹和米尔斯海默对国家权力护持战略的不同论析导向了两种均势政治逻辑。虽然华尔兹和米尔斯海默均势理论的分析逻辑有些差别,但二者对均势规律本身的关注告诉我们,均势政治在21世纪并没有过时。作为一个具有成长为＂全面超级大国＂的迅速发展的大国,中国必须洞悉国际政治中的均势规律,并对自己的对外关系尤其是对美关系有全面、科学的统筹设计和战略规划,避免成为均势规律的牺牲品。
