摘    要:新型举国体制下,关键核心技术作为国之重器占据重要战略位置。聚焦集成电路产业,利用TOE框架,以QCA和NCA相结合的方法,对中国内地31个省份的关键核心技术的驱动因素及攻关路径进行探讨,研究发现:(1)数字化技术、R&D投入强度、市场化环境和政府支持度是决定关键核心技术攻关的关键瓶颈。(2)存在3条关键核心技术攻关的有效路径,分别是高数字技术下市场导向型、高组织集聚下产业导向型和高研发资助下政府导向型,且以技术层为基础,组织及环境层为支持。(3)产业协同能弥补关键核心技术攻关的创新要素匮乏,政府资助的影响力不容忽视。

Research on driving factors and path of key core technology research -- Configuration analysis of integrated circuit industry as an example
Abstract:Under the new nationwide system, key core technologies occupy an important strategic position as a national tool. Focusing on the integrated circuit industry in the key core technologies, this paper uses the technology - organization - environment 3D analysis framework and the method of combining QCA and NCA to discuss the core drivers and effective paths of the key core technologies in 31 provinces in mainland China. The research findings are as follows: (1) Digital technology, R D investment intensity, market environment and government support are the key bottlenecks that determine the key core technology research. (2) There are three effective approaches to key core technologies, namely, market-oriented under high digital technology, industry-oriented under high organizational agglomeration, and government-oriented under high R D funding, in which the technical level plays a basic role, while the organizational and environmental levels play a supporting role.? (3) Industrial collaboration is an effective way to make up for the lack of key core technology innovation elements, and the influence of government funding cannot be ignored.
