摘    要:当前国际科技创新发展日新月异,国际形势复杂多变,亟需不断强化国家战略科技力量。科技创新平台是打造国家战略科技力量的重要抓手,在新时期新形势下对其发展提出了更高要求,因此优化整合科技创新平台迫在眉睫。基于创新价值链的角度,本文通过分析政策文本和作者多年从事科技创新平台管理调研数据对我国主要科技创新平台的发展现状进行总结,找出其主要存在问题并提出优化建议。研究发现科技创新平台存在功能定位不清晰、管理部门协调难、共享共建的协同机制不完善等问题,提出了明确优化科技创新平台功能定位、建立协同发展委员会、优化基础研究类基地布局投入和完善基地间资源共享流通机制等建议。

Development status, existing problems and optimization suggestions of China's main science and technology innovation bases
Abstract:At present, the development of international scientific and technological innovation is changing with each passing day, and the international situation is complex and changeable. It is urgent to continuously strengthen the national strategic scientific and technological strength. The scientific and technological innovation base is an important starting point for building a national strategic scientific and technological force. It is urgent to optimize and integrate the scientific and technological innovation base. Based on the perspective of innovation value chain, this paper analyzes the development status of China''s major scientific and technological innovation bases by collecting policy texts and second-hand data, finds out the main problems and puts forward optimization suggestions. The research found that the function orientation of the scientific and technological innovation base is unclear, Management coordination is difficult, and the collaborative mechanism for sharing and co-construction is not perfect. The suggestions were put forward to clearly optimize the function orientation of the scientific and technological innovation base, establish a collaborative development committee, optimize the layout and investment of the basic research base, and improve the resource sharing and circulation mechanism between the bases.
