摘 要: | 20世纪80年代后,很多国家把制定课程政策作为改善教育质量的重要途径,各个国家课程政策的制定过程表现出一些趋同特征。课程政策议程的确立是国家政治改革的一部分,政府部门整体控制与专业咨询和民主参与相结合,课程由部分专家把握,这一过程总是伴随着矛盾和争议,课程政策制定有一定的程序化决策机制。我们可以从这些特征中看到课程政策的制定是一个政治过程,一个权威性与民主性结合的过程,一个理性与非理性结合的过程,一个理论物化的过程,同时又是一个连续的与体系化的过程。

The Characteristics and Nature of the National Curriculum Policy-making Process |

Abstract: | After 1980s,it is an important approach for many countries to make curriculum policy to improve educational quality,the process of which shows a lot of similar characteristics.The estab- lishment of the curriculum policy agenda is one of the country's political reforms,which is the combi- nation of the government's overall control,professional advice and democratic participation,and guid- ance by experts.The whole process is always accompanied with contradictions and controversy with a certain procedural decision-making mechanism.We can see that the curriculum policy making is the political process,a combination of authority and democracy,the rationality and non-rationality,the theory and practice,at the same time,a continuous and systematic process. |
