从民营经济到民本经济的制度创新——以安徽为例兼论后发地区经济腾飞的新路径

民本经济是民间与地方政府互动性制度创新的产物,它基于民营经济,但又不同于民营经济,是民营经济走向又好又快发展的制度创新和体制保障。作为一个经济学概念,民本经济的外延是经济形式以民营为主,生产投资以民间为主,社会事业以民办为主,政府管理以服务为主;它的内涵,是"内发型"的具有中国特色的社会主义市场经济体制的一种实现形式。从民营经济到民本经济的体制创新,为社会主义市场经济体制的完善丰富了新的内容,也为像安徽这样的后发地区经济腾飞开辟了新的路径。

Systematic Innovation from Private Economy to People-oriented Economy——A study on the new route of economic growth for the underdeveloped area with Anhui as an example

People-oriented economy is the product of interactive systematic innovation between the non-government sectors and the local governments.Based on private economy,but different from private economy,people-oriented economy is the systematic innovation and guarantee enabling private economy to develop smoothly and rapidly.As an economic concept,the extension of private economy is that the form of economy is privately economy-based,production investment is non-government sector-based,the social undertakings are privately run and the governmental administration is service-based;its implication is the realization of the socialist market economy of "inner generation" with Chinese characteristics.The systematic innovation from private economy to people-oriented economy has enriched the socialist market economy,and also opened a new route of economic growth for the underdeveloped areas such as Anhui.
